FOR WORKFORCE BOARDS · CITY & STATE AGENCIES · NON-PROFITS · FOUNDATIONS

Retraining dollars flow out. Outcomes rarely flow back.

Public workforce programs spend tens of billions a year moving displaced workers into new roles. Most lack the measurement infrastructure to know whether it worked. JobRoute is the layer that closes the loop between enrollment, retraining, and actual worker outcomes.

Who this is for

Built for the people running the actual programs.

Every one of these audiences runs up against the same wall: a worker is enrolled, retraining is funded, and then the signal disappears. Nobody can prove what worked. JobRoute is the measurement layer that was supposed to come with the funding but never did.
State workforce boards

Measure what your retraining dollars actually buy.

You allocate WIOA Title I dollars to local workforce development boards, training providers, and employer partnerships. The measurement you get back is often a placement count at 90 days. Nothing about role durability, wage trajectory, or whether the next layoff will erase the progress.

What you get
  • Cohort-level exposure and durability scoring
  • Real-time placement and wage tracking
  • Board-ready outcome reports
  • Provider-level performance data
City & economic development

A workforce readiness picture for your regional economy.

You're recruiting employers, planning community colleges, and trying to align your talent base with the industries you want. JobRoute maps your region's current workforce exposure, identifies the bridge roles where retraining gives the most lift, and lets you pitch employers with real numbers.

What you get
  • Regional exposure map by industry and role
  • Employer-attraction talent supply analysis
  • Community college curriculum alignment
  • Public dashboard option for constituents
Non-profits & foundations

Prove program efficacy to your funders, without building it yourself.

Whether you run a direct-service training program, fund one, or evaluate them for a foundation, you need outcome measurement that holds up. JobRoute ships with the measurement framework built in, so every grant report shows what the funder wanted to see and what the worker actually got.

What you get
  • Participant-level outcome tracking
  • Funder-grade reporting templates
  • Cross-program benchmarking (opt-in)
  • Rigorous, auditable methodology
How it works

Five stages. Every stage produces measurable data.

The whole point is to make the loop closable. Right now most programs can answer stage 1 and stage 3, and guess at the rest. Every stage here produces data we can report out to you and to your funders.
01

Eligibility
screening

Identify workers with above-threshold AI exposure using the AI Ready Score, cross-referenced with your region's labor shed.

Data · O*NET + AEI
02

Personalized
routes

Each enrolled worker gets an individualized route map: best-fit adjacent roles, retraining pathway, estimated time and cost to transition.

Data · Lightcast + ESCO
03

Retraining
delivery

You deliver retraining via existing providers, community colleges, or internal programs. JobRoute tracks enrollment, progress, and dropout signals in real time.

Integration · LMS API
04

Placement
& wage data

On completion, placement outcomes are captured via employer reporting, state UI data (where permitted), and worker self-report on a 30/60/90-day cadence.

Data · Outcome pipeline
05

Closed-loop
reporting

Board-level, funder-grade dashboards showing per-cohort placement, wage delta, cost per success, and attribution back to specific retraining pathways.

We're signing six design partners for 2026.

This is a deliberate choice. A measurement platform for public programs needs to be co-designed with the agencies running them, not shipped blind from a software company. Six partners gives us enough coverage (state, city, non-profit) to build something that actually works. No more, no less.

01
Deeply subsidized pilot, Year 1
Partner cost covers our infrastructure, not our time. We treat Year 1 as co-design work, not paid engagement.
02
Full methodology transparency
Your team sees the math, the data sources, and the limitations. Nothing gets published in your name that you haven't audited.
03
Data sovereignty by default
Participant data stays in your environment. We operate on de-identified extracts or in-tenant deployments. No model training on partner data, ever.
04
Joint publication rights
Findings from the pilot are co-authored. The learnings belong to your team as much as to us.
Funding models

Three paths to making this budget-feasible.

Public-sector workforce programs rarely fit standard SaaS pricing. These are the three models most commonly workable, designed so the measurement infrastructure gets paid for by the funding that already exists.

Model 01

WIOA Title I integration

Federal / state workforce dollars

JobRoute is folded into the measurement and reporting line of an existing Workforce Innovation and Opportunity Act program. The infrastructure cost comes out of allowable administrative and performance-reporting categories.

  • Fits under allowable admin spend
  • Typically 12-24 month term
  • Statewide deployment option
Model 02

Foundation grant-funded pilot

Private philanthropy

We partner with a foundation (Walmart, Gates, Schmidt Futures, Lumina, JPMorgan Chase PolicyCenter) to fund a city or regional pilot, with outcome publication as a condition. You get the platform, the foundation gets the learning.

  • 2-3 year pilot horizon
  • Co-branded outcome reporting
  • Cross-site benchmarking available
Model 03

Outcome-based partnership

Cost-share with accountability

A base platform fee plus an outcome-linked component. A portion of our compensation is tied to placement and wage-delta targets you define up front. Our incentive is only fully met when the program actually works.

  • Base + performance structure
  • Metrics defined by you
  • Appropriate for risk-sharing partners

Transparency is the product.

Every JobRoute score is built on open, attributable data (O*NET, ESCO, Lightcast, Anthropic Economic Index, WEF, BLS). The formula is published. The limitations are disclosed. If a journalist, a legislator, or a constituent wants to know how a number was computed, we can show them. That matters more in public programs than anywhere else.
